This law sets rules about when new government rules can take effect. Any new rule made under this law must follow a specific process laid out in another part of Missouri law (chapter 536). Rules made before July 1, 1997 no longer count. If any part of the lawmaker's power to review or cancel a rule is found unconstitutional, then the rule itself becomes invalid too.
