When registering a vehicle, a person can show proof of car insurance by displaying it on a phone or tablet instead of using a paper card. If someone hands their device to a government worker to show insurance, that person is responsible if the device gets damaged, unless the worker broke it on purpose. The government worker is only allowed to look at the insurance information — nothing else on the device.
301.149. by electronic image permitted, when — mobile electronic device defined. — 1. any law to the contrary, required for under section 301.147 may be provided by displaying an electronic image of an on a mobile electronic device.
2. Whenever a person presents a mobile electronic device as proof of financial responsibility to any employee of the or any by the department of revenue under section 136.055 to motor vehicles and trailers, the person presenting such mobile electronic device shall assume all for any damage that may occur to the mobile electronic device, except for damage or caused by a employee or agent.
3. When a person provides evidence of using a mobile electronic device this section to any employee of the department of revenue or any agent authorized by the department of revenue under section 136.055 to register motor vehicles and trailers, such employees or agents shall only view the evidence of financial responsibility and shall not view any other content on the mobile electronic device.
4. As used in this section, the term "mobile electronic device" means any small handheld computing or communications device that has a display screen with a touch input or a miniature keyboard.
