Missing license plate tab, no citation issued, when

If someone is pulled over because their license plate tab is missing, they do not get a ticket if they say the tab was stolen and a check shows the car is properly registered. The officer can give a warning instead. If a ticket was given by mistake in that situation, the person does not have to pay court costs.
