Optimist International special license plates, application, fee
A member of Optimist International can get a special license plate with the group's logo on it. They pay $25 a year to Optimist International and $15 extra to the state when registering their vehicle. The plate says 'FRIEND OF YOUTH' instead of 'SHOW-ME STATE.' If a person stops paying the yearly fee, they get a regular plate without the logo.
301.3131. Optimist International special s, , fee. — 1. Any member of Optimist International may receive special license plates as prescribed by this section, for any motor vehicle such person owns, either solely or jointly, other than an or a d in excess of twenty-four thousand , after an annual payment of an to Optimist International of which the person is a member. Optimist International hereby authorizes the use of its official to be on as provided in this section. Any to Optimist International derived from this section, except reasonable , shall be used solely for the purposes of Optimist International. Any member of Optimist International may annually apply for the use of the emblem.
2. Upon annual application and payment of a twenty-five dollar emblem-use contribution to Optimist International, the organization shall to the vehicle owner, without further charge, an , which shall be presented by the owner to the at the time of of a motor vehicle. Upon presentation of the annual statement, payment of a fifteen dollar fee in addition to the and documents which may be required by law, the department of revenue shall issue to the vehicle owner a which shall bear the emblem of Optimist International and shall have the words "FRIEND OF YOUTH" in place of the words "SHOW-ME STATE". Such license plates shall be made with with a common color scheme and design, shall be clearly visible at night, and shall be aesthetically attractive, as prescribed by section 301.130. the of section 301.144, no additional fee shall be charged for the of license plates this section.
3. A vehicle owner, who was previously issued a with the Optimist International emblem by this section but who does not provide an emblem-use authorization statement at a subsequent time of registration, shall be issued a new plate which does not bear the Optimist International emblem, as otherwise provided by law. The shall make necessary for the of this section, and shall design all necessary forms required by this section. No or portion of a rule pursuant to the of this section shall become effective unless it has been promulgated pursuant to the provisions of .
