Exchange of motor vehicles between dealers, registration not required, when
New car dealers who sell the same brand can swap cars with each other without doing full registration paperwork. That kind of swap is not treated as a sale. But if a dealer swaps a new car with a dealer who sells a different brand or who is not a franchised new car dealer, that counts as a real sale, and the car can no longer be sold as brand new. A dealer also cannot use a manufacturer's origin paper to sell a car to a regular customer unless that dealer is officially set up by the manufacturer to sell that brand. Mobile homes and trailers are not covered by this rule.
301.568.
