If someone has a state driver's license, they can drive on any road in Missouri. No city or town can make them get a second local license just to drive. The only exception is taxicab drivers — cities can still require those drivers to get a local license.

Word-for-word law

302.041. by not required. — Any person licensed to operate a vehicle may exercise the thereby granted upon all highways in this state and shall not be required by any municipality or other having to adopt to obtain any other license in to exercise such privilege, except that this section shall not be as depriving municipalities of the right to license, tax and regulate taxicab drivers.
