Department of revenue
The head of the Department of Revenue can create rules to run the driver's license laws in sections 302.400 to 302.425. Those rules have to follow Missouri's process for making government rules. If any part of the legislature's power to review or cancel those rules is found unconstitutional, then any new rules made after January 1, 2017 become invalid.
