Rules, effective, when
This law sets rules about when government agencies can make new rules in Missouri. Any new rule only becomes official if it follows a specific process set up in another part of Missouri law. Rules made before August 28, 1997 are canceled and no longer count. The state legislature keeps the power to review, delay, or block any new rule — and if that power is ever struck down by a court, then any rule made under this law also becomes invalid.
