Drivers are not allowed to go so slow that they hold up normal traffic, unless going slow is needed to drive safely or is required by law. On interstate highways, vehicles must go at least 40 miles per hour, with exceptions for bad weather or for farm equipment that has a special permit. Going too slow on an interstate is a class C misdemeanor, which is a minor criminal charge.

304.011. Slow speed, of — agricultural implements, slower speeds, when, s required — penalties. — 1. No person shall drive a motor vehicle at such a slow speed as to impede or block the normal and reasonable movement of traffic, except when reduced speed is necessary for safe operation or in with law. 2. No vehicle shall be operated at a speed of less than forty miles per hour on any which is part of the , unless:

(2) Agricultural implements, self-propelled hay-hauling equipment, and vehicles transporting such vehicles or equipment may be operated occasionally on highways for short distances at a speed of less than forty miles per hour if such vehicle or equipment is operated a special permit issued by the of the state of transportation pursuant to section 304.200 and the regulations established pursuant to such section.
