Spinal cord injury fund created, uses
Missouri has a special savings account called the Spinal Cord Injury Fund. Money goes into it from court fees, government funding, donations, and other sources. When someone is found guilty of a crime or traffic violation in Missouri — even a minor one — two extra dollars is added to what they owe in court costs. That two dollars goes into this fund. The University of Missouri then uses the money to study and research spinal cord injuries. The money in the fund does not disappear at the end of a budget period — it stays in the fund.
304.027. Spinal cord injury created, uses — imposed, when. — 1. There is hereby created in the for use by the of the University of Missouri a fund to be known as the "Spinal Cord Injury Fund". All judgments collected this section, of the , federal , private donations and any other moneys for the spinal cord injury fund established pursuant to this section, shall be deposited in the fund. Moneys deposited in the fund shall, upon by the general assembly to the board of curators, be received and expended by the for the purpose of funding research projects that promote an of knowledge in the area of spinal cord injury. the of section 33.080 to the contrary, any unexpended balance in the spinal cord injury fund at the end of any shall not be transferred to the .
2. In all criminal cases including violations of any county or any violation of criminal or traffic laws of this state, including an , there shall be a surcharge in the amount of two dollars. No such surcharge shall be collected in any involving a violation of an ordinance or state law when the proceeding or has been dismissed by the court or when costs are to be paid by the state, county or . Such surcharge shall be collected and by the as provided by sections 488.010 to 488.020. The surcharge collected pursuant to this section shall be paid into the state treasury to the of the spinal cord injury fund created in this section.
