Veterans displaying special license plates or certain military medal recipients may park without charge in metered parking

Certain veterans with special license plates, and recipients of the Distinguished Service Cross, Air Force Cross, or Coast Guard Cross with a special placard, can park for free at metered spots and public college or university parking lots in Missouri — as long as the vehicle weighs under 6,000 pounds. This does not apply during special events with separate fees. Veterans can get a free placard from the director of revenue by showing proof of their award. This free parking does not override other parking rules like time limits, no-parking zones, or street sweeping rules, and it does not allow parking in state employee-only lots or outside normal business hours.

304.725. Veterans displaying special s or certain military medal recipients may park without charge in metered parking — windshield for veterans and certain military medal recipients — exceptions. — 1. A veteran displaying special license plates issued under section 301.145, 301.443, 301.451, 301.456, 301.3052, 301.3053, or 301.3075, or a Distinguished Cross recipient, Air Force Cross recipient, or Coast Guard Cross recipient who displays a placard issued under 2 of this section may park his or her motor vehicle, weighing not more than six thousand , without charge, in a metered parking space or in a parking lot or garage on any public college or university in the state of Missouri, except during a special event where a separate parking fee may apply.

A veteran who has been ed the Distinguished Service Cross, Air Force Cross, Coast Guard Cross, or a veteran who qualifies for a special license plate under subsection 1 of this section may apply to the for a removable windshield placard at no cost to the veteran. Upon , such veteran shall present to the of his or her receipt of such award. Such placard shall be hung from the front, middle rearview mirror of a parked motor vehicle and may not be hung from the mirror during operation. When there is no rearview mirror, the placard shall be displayed on the dashboard on the driver's side.

This section does not a vehicle displaying special license plates under section 301.145, 301.443, 301.451, 301.456, 301.3052, 301.3053, or 301.3075, or displaying a placard as provided in subsection 2 of this section, from compliance with any other state law or , including, but not limited to, vehicle height , zones that prohibit stopping, parking, or of all vehicles, parking time limitations, street sweeping, restrictions of the parking space to a particular type of vehicle, or the parking of a vehicle that is involved in the operation of a street vending business.

5. This section does not authorize a vehicle displaying special license plates under section 301.145, 301.443, 301.451, 301.456, 301.3052, 301.3053, or 301.3075, or displaying a placard as provided in subsection 2 of this section, to park in a state parking facility that is only for state employees.

6. This section does not authorize a vehicle displaying special license plates under section 301.145, 301.443, 301.451, 301.456, 301.3052, 301.3053, or 301.3075, or displaying a placard as provided in subsection 2 of this section, to park during time periods other than the normal business hours of, or the maximum time allotted by, a state or local authority parking facility.

7. This section does not require the state or a local authority to specific parking spaces for vehicles displaying special license plates under section 301.145, 301.443, 301.451, 301.456, 301.3052, 301.3053, or 301.3075, or displaying a placard as provided in subsection 2 of this section.
