No shall prohibit a or veterans organization from reselling donated goods in an area with other ers, limitation. — any of section 89.020 to the contrary, the of all cities, towns, and villages is hereby prohibited from passing any , ordinance, or code that would prevent any organized Section 501(c)(3) or Section 501(c)(19) of the Internal Revenue Code that owns or operates a retail business engaged in the practice of reselling donated goods from operating a business within any area where any other business engaged in retail sales is permitted to operate; provided that at least eighty percent of all revenue generated by such entity is used to the of the organization.
