Missouri motor vehicle 's duty to ensure minority-owned businesses in St. Louis. — The Missouri motor vehicle commission, in approving licenses for franchises in any with a population of more than one million inhabitants as defined by the or its agency shall ensure that the community of dealer franchises shall reflect an adequate percentage of minority-owned businesses.
