If someone is sentenced to pay a fine but stops paying it (or misses a payment), the court can use most of the same tools used to collect money owed from a lawsuit to get that money. The one thing the court cannot do is put a lien on the person's real estate. The judge also has the option to simply let the unpaid amount go.
