Refusal of admission to terminal

In plain English

A bus company can keep people out of its terminal if they don't have real business there. A company worker can ask anyone inside the terminal who they are and why they're there. If someone refuses to answer or won't leave when asked, that's disorderly conduct, which is a small crime. No one is allowed to bring weapons, explosives, or dangerous materials into a bus terminal or onto a bus — doing so is a more serious crime. If such items are found, the company can hold onto them until police take over.
