Director may refuse to license or may revoke licenses, grounds
The director of agriculture can say no to giving someone a license, or can take away a license they already have, for certain reasons. Those reasons include lying on the application, breaking the animal care rules, being convicted of an animal-related crime, or not properly feeding, watering, housing, or caring for animals. The state agriculture department cannot use workers from nonprofit groups to do inspections or licensing. Running an animal business without a valid license is a class A misdemeanor, which is a criminal offense.

273.329. may refuse to or may licenses, grounds — operation without license, . — 1. The director may refuse to or renew or may revoke a license on any one or more of the following grounds:
(1) in the for any original license or for any renewal license under sections 273.325 to 273.357;
(2) Disregard or violation of sections 273.325 to 273.357 or of any rules pursuant ;
(3) of any violation of any state or federal law relating to the or treatment of animals;

2. 3. Operation of an animal shelter, pound or dog pound, boarding kennel, commercial kennel, contract kennel, pet shop, or , or activity as a commercial breeder or dealer without a valid license shall constitute a .
