Inspection required for license
A facility that sells or keeps animals needs to be inspected before getting a permanent license. While waiting for that inspection, the facility gets a temporary license so it can keep running. A state veterinarian or their helper checks these facilities at least once a year. If someone makes a complaint about a facility, the state veterinarian looks into whether the complaint is valid and may inspect that facility too.
