Dealers to purchase only from licensed or exempt persons
A dealer (someone who buys and sells animals) can only buy animals from people who have a license or are legally exempt from needing one. If a dealer knowingly breaks this rule, each purchase counts as a separate crime, and the dealer's license can also be taken away.
