On-the-job training periods, use of entry-level workers and apprentices

On public works projects, employers can hire beginner workers and apprentices who are paid half the regular skilled worker's wage. There cannot be more beginners and apprentices combined than there are skilled workers on the job — it has to be at least one skilled worker for every one beginner or apprentice.
