A special board holds hearings to collect information about a dispute involving firefighters and their employer. After the hearings, the board writes up what it found and what it thinks should happen. At least three board members must agree on the report. The report is just a suggestion — nobody has to follow it.
290.370. and recommendations of . — The board shall conduct hearings, with dispatch, for the purpose of hearing evidence relevant to the subject of the dispute, and shall, as soon as , report its findings and recommendations in writing to the of the county, city, town, , or other governmental unit involved, and to any organization of firemen involved. The report shall be by at least three members of the board. The recommendation shall be only and shall not be upon the county, city, town, fire district, or other governmental unit, or upon the members of the fire involved.
