301.3082. Impaired Kids Endowment , Inc., special , , fee. — 1. Any person may receive special license plates as prescribed by this section for any motor vehicle such person owns, either solely or jointly, other than an or a d in excess of twenty-four thousand , after an annual payment of an to the Hearing Impaired Kids Endowment Fund, Inc. The Hearing Impaired Kids Endowment Fund, Inc., hereby authorizes the use of its official to be on as provided in this section. Any to the Hearing Impaired Kids Endowment Fund, Inc., derived from this section, except reasonable , shall be used solely for the of children who are residents of Missouri.

2. Upon annual application and payment of a twenty-five dollar emblem-use authorization fee to the Hearing Impaired Kids Endowment Fund, Inc., that organization shall to the vehicle owner, without further charge, an , which shall be presented by the owner to the at the time of of a motor vehicle. Upon presentation of the annual statement, payment of a fifteen dollar fee in addition to the and documents which may be required by law, the department of revenue shall issue to the vehicle owner a which shall bear the emblem of the Hearing Impaired Kids Endowment Fund, Inc. Such license plates shall be made with with a common color scheme and design, shall be clearly visible at night, and shall be aesthetically attractive, as prescribed by section 301.130.

3. A vehicle owner, who was previously issued a with the Hearing Impaired Kids Endowment Fund, Inc., emblem by this section but who does not provide an emblem-use authorization statement at a subsequent time of registration, shall be issued a new plate which does not bear the Hearing Impaired Kids Endowment Fund, Inc., emblem, as otherwise provided by law. The shall make necessary for the of this section, and shall design all necessary forms required by this section. No or portion of a rule the of this section shall become effective unless it has been promulgated pursuant to the of .
