Missouri conservation heritage foundation, special license plate

A vehicle owner can get a special Missouri Conservation Heritage Foundation license plate by paying $25 a year to the foundation and $15 extra when registering the vehicle. The foundation gives the owner a permission statement, which the owner shows to the Department of Revenue to get the special plate. If the owner does not pay the $25 fee the next year, they will get a regular plate without the foundation emblem.

301.469. Missouri heritage foundation, special , procedure, design, fee. — 1. Any vehicle owner may receive license plates as prescribed in this section, for any motor vehicle such person owns, either solely or jointly, other than an or a d in excess of twenty-four thousand , after an annual payment of an to the Missouri conservation heritage foundation. The foundation hereby authorizes the use of its official s to be on multiyear license plates as provided in this section. Any vehicle owner may annually apply for the use of the emblems.

2. Upon annual application and payment of a twenty-five dollar emblem-use authorization fee to the Missouri conservation heritage foundation, the foundation shall to the vehicle owner, without further charge, an , which shall be presented to the at the time of of a motor vehicle.

3. Upon presentation of the annual statement, payment of a fifteen dollar fee in addition to the regular and documents which may be required by law, the director of the department of revenue shall issue a license plate, which shall bear an emblem of the Missouri conservation heritage foundation in a form prescribed by the , to the vehicle owner. Such license plates shall be made with with a common color scheme and design, shall be clearly visible at night, and shall be aesthetically attractive, as prescribed by section 301.130. the of section 301.144, no additional fee shall be charged for the of license plates this section.

4. Application for the and payment of the twenty-five-dollar may also be made at the time of registration to the director of the department of revenue, who shall the contribution to the of the Missouri conservation heritage foundation.

5. A vehicle owner, who was previously issued a with a Missouri conservation heritage foundation emblem by this section but who does not provide an emblem-use authorization statement at a subsequent time of registration, shall be issued a new plate which does not bear the foundation emblem, as otherwise provided by law.

6. The director of the department of revenue may and regulations for the of this section. Any or portion of a rule, as that term is defined in section 536.010, that is under the in this section shall become effective only if it has been promulgated pursuant to the provisions of . All delegated prior to August 28, 1999, is of no force and effect; however, nothing in this section shall be interpreted to or affect the of any rule filed or adopted prior to August 28, 1999, if it fully complied with the provisions of chapter 536. This section and chapter 536 are and if any of the powers with the pursuant to chapter 536 to , to delay the , or to disapprove and a rule are subsequently held , then the of rulemaking authority and any rule proposed or adopted after August 28, 1999, shall be and .
