License classification system, director to establish
The director of the Missouri Department of Revenue has the power to create a system that puts driver's licenses into different groups. These groups can include: people who drive for pay (like taxi or delivery drivers), people who drive regular cars or trucks, and people who ride motorcycles or three-wheeled motorcycles. School bus drivers with a special school bus permit are in their own separate group.

(1) Any person, other than one subject to sections 302.700 to 302.780, who operates a motor vehicle in the transportation of persons or property, and who receives for such services in wages, salary, or fare; or who as an owner or employee operates a motor vehicle carrying passengers or property for hire; or who regularly operates a of another person in the course of or as an incident to his or her , but whose is not the operating of such motor vehicle, except that a school bus who obtains a as provided in section 302.272 shall not be considered in this class;
(2) Any person, other than such person defined in (1) of this section who is in of a motor vehicle;
(3) Any person, other than such person defined in (1) and (2) of this section who is in actual physical control of a motorcycle or .
