This section gives definitions for words used in Missouri laws about collecting child support. It explains what things like 'arrearage' (unpaid support), 'license', 'obligor' (person who owes support), and 'obligee' (person owed support) mean in those laws.

454.1000. Definitions. — As used in sections 454.1000 to 454.1025, the following terms mean:

(1) "", the amount created by a failure to provide:

(a) Support to a child an or ; or

(b) Support to a spouse if the or requiring payment of also requires payment of child support and such spouse is the ;

(2) "Child", a person for whom child support is due pursuant to a ;

(3) "Court", any of the state that enters a support order or a circuit court in which such order is or filed;

(4) "", the director of the ;

(5) "", the family support division of the of social services;

(6) "", a case in which support rights are to the state pursuant to section 208.040 or the division is providing support services pursuant to section 454.425;

(7) "", a license, , or issued by a granting a person a right or to engage in a business, , profession, recreation or other related privilege that is subject to , , or by the licensing authority prior to its date of expiration, except for any license issued by the department of . Licenses include licenses to operate motor vehicles pursuant to chapter 302, but shall not include motor vehicle registrations pursuant to chapter 301;

(8) "Licensing authority", any department, except for the department of conservation, division, , agency or of this state or any thereof that issues a license. Any board or assigned to the is included in the definition of licensing authority;

(9) "":

(a) A person to whom payments are required to be made pursuant to a support order; or

(b) A of this or any other state which has the right to receive current or support payments or provides support enforcement services pursuant to this chapter;

(10) "", a person who owes a ;

(11) "", an order issued by a court or the director to a license. The order shall contain the name of the obligor, date of birth of the obligor, the type of license and the Social number of the obligor;

(12) "" includes, but is not limited to, a written plan approved by the court or division that incorporates an pursuant to sections 452.350 and 454.505 or a similar plan for of an arrearage, and current and future support, if applicable;

(13) "Support order", an order providing a determinable amount for temporary or periodic payment of support. Such order may include payment of a determinable amount of insurance, medical or other expenses of the child issued by:

(a) A court of this state;

(b) A court or of of another state, an Indian tribe, or a foreign country; or

(c) The director of the division.
