Jurisdiction to modify child support of foreign country

In plain English

If a foreign country will not or cannot change its own child support order, a Missouri court can step in and change it instead. The Missouri court can do this even if the people involved do not agree to let Missouri handle it, and even if the person asking for the change does not live in Missouri. Once Missouri makes a new order, that new order is the one that counts.
