Commission to certify devices, adopt guidelines

In plain English

The state highways and transportation commission is in charge of approving ignition interlock devices — the machines that make a driver blow into a breathalyzer before a car will start. The commission makes rules for how these devices are used, tests them (paid for by the companies that make them), and only approves devices that are accurate, safe, and hard to cheat. Before approving any device, the commission must first talk with a federal road safety agency.
