If someone's car registration gets suspended, they cannot sign it over to another person or re-register the car under a different name. The only way that can happen is if the director believes the transfer is real and honest — not just a trick to get around the suspension. This rule does not take away the rights of a lender or leasing company that has a financial interest in the car.
303.320. Vehicle not until . — If any owner's has been hereunder, such registration shall not be transferred nor the motor vehicle in respect of which such registration was issued registered in any other name until the is satisfied that such transfer of registration is proposed and not for the purpose or with the effect of defeating the purposes of this chapter. Nothing in this section shall in any wise affect the rights of any , or of a motor vehicle registered in the name of another as owner who becomes subject to the of this section.
