Administration by designated authority, how established
When a city or county sets up fees to help victims of domestic violence, the local government picks a board or group to be in charge of handing out that money to shelters. The people on that board can be paid back from the fund for money they spend doing their job, but no more than 5% of the total fees collected can go toward those costs.
