If someone breaks a law and the fine money goes to the state, a county, or a city, the government has two years from when the offense happened to file a lawsuit to collect that fine. After two years, the government can no longer sue for it.
516.390. When goes to the state, within two years. — If the penalty is given in whole or in part to the state, or to any county or city, or to the treasury thereof, a suit therefor may be , by or in behalf of the state, county or city, at any time within two years after the , and not after.
