Suspension not lifted or license renewed, when

If someone has a final court judgment against them for a car accident, their driver's license and vehicle registration stay suspended. They cannot get a new license or registration until that judgment is paid off or legally paused, and until they show proof they can cover future accidents. Even if someone goes through bankruptcy and gets their debts wiped out, they still have to meet all these same requirements — bankruptcy does not get them off the hook.

Word-for-word law

303.110. not lifted or renewed, when — effect of bankruptcy. — Such license, and shall remain so and shall not be renewed, nor shall any such license or registration be thereafter issued in the name of such person, including any such person not previously licensed, unless and until every such is , satisfied in full or to the extent hereinafter provided and until the said person gives subject to the exemptions stated in sections 303.100 and 303.130. A following the rendering of any such shall not relieve the from any of the requirements of this chapter.
